3 d secure never works. I always pay without it. This is not secure to use card without 3d.
For me it’s enabled and I receive a prompt for every new merchant.
I never received prompt for 3d. Each online purchase process without 3d check. Maybe should check this problem? I live in Latvia.

It asks me for 3DS only for higher amounts, and I mean like 500 GBP. Works OK.
